Piling it on may have to do with the ‘Fear of Missing Out’. It can be challenging to not succumb to subconscious attitude of competitive parenting (eg providing ‘opportunities’ in the shape of classes and extracurriculars to one’s children).
I think you are right about the relationship of FOMO and Piling It On. It is also a temptation for schools who want to compete for competitive parents. The school headmaster or admissions officer may want to say "Yes, we offer that" to all--or too many--inquiries.
